The primary beneficiary on my fathers life ins policy passed away 15-20 years ago. Can anyone tell me how to obtain a death certificate for this person? All I have is persons name and county.

Why do you want the death certificate? You can do a search engine search using the phrase "GEORGIA" and "death certificate" and a link will probably come up for the official site, or visit www.vitalchek.com and you can select any state.

Has the insurance company mentioned what they are going to do about this matter--perhaps pay the beneficiary's estate or an alternate/contingent/secondary beneficiary?

I am secondary beneficiary, ins co is the one requesting the cert. I will check those links, thanks don.

When you order the document, be sure to ask for a CERTIFIED COPY, which is usually rubber stamped or some other method used to show that it's officially issued by the state, as a certified copy is usually the only type of death certificate that the insurance company will accept.
