I am in the process of repaying a defaulted college loan for my son. The collection agency refuses to give me a receipt for any payments I make or to report to any credit agencies that I am making payments to resolve the debt. Does the collection agency have to report such payments? At this time it is really harming my credit rating.

Why is it harming your rating.YOU dont owe the money....

and yes they must give you a reciept, or keep all your cancelled checks....

if they are asking for a money order or cash , then watch out its probably a scam.
