I need some advice on credit card debt. Is it legal to garnish my parent's bank account for outstanding credit card debt? There was no co-signer and the live in a different state

Can family members be garnished if no one co-signed on the account? I am listed on my dad's bank account just in case of emergency and he becomes unable to make any decisions.
Joint bank accounts are vulnerable to judgments on any one of the co-owners.
