A debt relief program was responsible to send out proposals and communicate any differences to client they they did so on one account and other accounts were told to be accepted. The debt company did not send payments within 30 days of acceptance and so all charges accrued interest and late charges can we hold them responsible, because they broke their part of the signed contract.

Better read all the fine print in the agreement you signed. Unfortunately this is far too typical of this type of company - they ultimately do more harm than good.
