If both parents are deceased and there were stocks in the husband's name (he died first) which were never transferred over to the wife's name (she died recently) - does the executor of the will (their son) get "control" per se of the stocks?

The heirs of the husband (and a spouse does not necessarily get everything) now own the shares. The executor of his estate should distribute them.

Then to the extent your mom was an heir, her heirs get her share. A lawyer can help you short circuit this sometimes.
