Deck and Builder issue

What is the name of your state? PA

I have a contract with a builder and he was supposed to build me a deck. I paid him 50% of the cost upfront, and the contract states that he will recieve final payment afterwe both sign off that the work has been completed. The builder had 21 building code violation + 18 workmanship deficiences after he declared he was done with the deck. He was afforded ample time to fix the problems.
The builder decided to dismantle remove the deck from my property without me knowing about it.
- Is this Burglary?
He also stated in an email to me afterwards that he would still bill me for the entire amount and for the cost of the removal.
This is illegal, correct?

Sue him in small claims court, get your money back, and hire a new contractor. Maybe he did something criminal, maybe not, but it's unlikely that the police will do anything. Your best bet is small claims court.

I used to have a custom deck cleaning and staining business in Virginia and I recieved a call from a customer.I went out to do an estimate to fix her deck.The contractor who built her deck sub-contracted his friend to wash and stain her deck.He didn't remove the ink stamps from the wood or move her deck furniture and stained around it.She then contacted him to fix it so he then proceded to remove the funiture and restain the deck,but every where he had alresdy stained camr out darker in color.Igave her a price to remove the stain and remove the ink marks in the wood which he said not be removed.She took him to small claims court.He had to give her money back and pay the cost to fix it properly.I hope this will help you with your problem.By the way if he stepped on yoyr propety without permission that is criminal trespass.
