decretal judgement

My ex not only has arrears but is supposed to have paid 67% of all insurance and medical related cost for the past 10 years. Not only has that never been added to support obligations but is seeking decretal judgment. He voluntarily quit his job, does not qualify for unemployment or disability, and has been using state-supported lawyers to take me to court a dozen times. How do I stop this?

OP - why are you looking to stop it? A decretal judgment appears to be West Virginia's method of handling arrears...
