I requested arbitration of a dispute in accordance with my lease. My landlord is saying there is no dispute and therefore refusing to proceed with arbitration. What are my options? Thank you.

Have you requested arbitration in WRITING (Certified RRR)?? If not, do so. Then, if he refuses, you can present that in your lawsuit.
