denied clearance--rights to appeal?

I was recently terminated for inabiltiy to recieve an unescorted clearance for a contractor (for who i had previously worked for over 11 years and left under good terms. i had prior clearances both military and contractor.
I was not told why this was denied even after inquiring, and am not sure as to my rights to find out why and to appeal. I have a clean record both legaly militarily and work wise , but I did have a previous IRS lein which has been satisfied. I was overseas and in a remote area when the IRS action was taken and was unaware there was an issue until returning home.
do i have a legal right to know why and is there an appeal process?What is the name of your state?

I have a similar situation. Did you found a solution to this problem. Please let me know. I was offered a job based on a secret clearance and it was denied. The Security Officer dont want to tell me why the DSS denied the clearance. How can I fight this?
