Denied for advancement due to disbailty?

Several times now Kroger my employer has preferred normal quick learning abled bodied fast paced workers over disabled individuals for positions I apply for. I've been denied use of my dshs job coach several times now. They keep quoting how it's too expensive when I've told them several times it's free through the state. Is this wrong or even legal?
