dentist still did not fix problem after 4 visits

My boyfriend recently had his one tooth capped at the dentist. After he got home, it started aching again. He went back to the dentist 4 times during the past month and every time the dentist just files away some of the capping and sends him home again. As soon as the local anaesthetic wears off, his tooth starts playing up. He tried to consult another dentist, but the other dentist feel it is unethical to touch the tooth.
It is my opinion that my boyfriend should be refunded and freed to go elsewhere. He paid for the service in cash in advance. HOW DO WE GO ABOUT DEALING WITH THE DENTIST?
