What is the name of your state (only U.S. law)? Oregon

Can a landlord/agency charge for cleaning cobwebs and dust, 20+ days AFTER the tenant has moved out? In a very dusty and spider-y area?
Can there be deductions for failing to remove hard water buildup?

A landlord can retain that part of the security deposit used to address damages above normal wear and tear. If a tenant disagrees with the amount kept or the reason for this, they can write a demand letter disputing this amount and demanding the return of this amount within a certain time period. If no success on this matter, the next step is to consider whether one wishes to file a lawsuit for the amount kept.

Sure they can. Cobwebs and dust don't generally build up to a significantly noticeable state over that short a time. And hard water build-up, absolutely. That's a cleaning issue that you obviously decided you'd rather not take care of.
