I live in Arkansas and an electric/water company I use charged me a deposit before I could open an account, now being on SSI disability I of course get my money on the 1st, the company wants payment by the 20th, they have advised me that they will not add my deposit to my account unless I've paid on time each month for a full year (impossible on SSI especially after an almost $300 deposit for services), is there any law that protects me from such abuses?

No.

It may be inconvenient to you but it's no abuse.

The utility company routinely collects deposits from customers and has every right to do so.

You need to figure out a way to pay on time.

That being said, I suggest you go online and look for charitable organizations that help the disabled with their bills.
