If the CP has been frustrating the NCP's access to the children, can the NCP just go and get the kids without the CP's consent? As long as the NCP lets the CP know the whereabouts of the children, will Calfornia state law allow the NCP to take the kids without the CP's consent? What if the NCP wants to take the kids out of the country without the CP's consent?

No, no and No.. if the NCP has problems and the CP will not discuss, then get an attorney and start legal procedings.
