What is the name of your state (only U.S. law)? California

My agency has just sent memos to employees stating that all vacation days will be allowed only on days designated by the Agency. On all other days employees are expected to be at work. The Agency has what they call "slated" down days. For instance: Thanksgiving, Christmas, and Easter. Employees accrue vacation depending upon pay scale and hours worked. Is it legal to tell employees how they can plan their vacation??

Absolutely legal. Vacation days are not required by any law - the employer gets to decide when and how they can be taken. Under no law, Federal or state, in any state, does the employee have the guaranteed right to take vacation at their convenience; no matter where you are, the employer has the right to approve or deny when.
