If 3 people are caught growing marijuana, one of them testifies against the other 2, lies under oath and says he only grows it for personal use not to sell. Isn't it illegal no matter if you grow it or sell it? Can he not still get in trouble? And how can no charges be brought against him?

Do you ever watch police shows, how about law and order?

OKay, it is still illegal to grow it, even so for medicinal purposes. However, if he testified against the other two, how do you think he got there? He had a lawyer who plea bargained with prosecutors to drop his charges in exchange for his testimony against the other two. He happened upon the bargain first.
