Difficulty getting birth certificate

So, I don't know if this is the correct forum, but it was the only one I saw dealing with birth certificate/name change issues...

My whole situation has turned into a bit of a cluster****.

I was born in New York. My father left when I was 1yo and I have not been in contact since...
In 1998, my name was changed, when we lived in Hawai'i (step-father was military) and I took my step-fathers last name.
For almost 20 years, I haven't had any issues, until I moved to Wisconsin, who has adopted the "REAL ID ACT".
To get a drivers license here, I have to provide an original birth certificate, which I do not have. I have always used my hospital registration certificate, which is no longer accepted under the "REAL ID ACT".

So I send off to the Brookhaven township office for a copy of my birth certificate. They say that since my name has changed from the name on the certificate, they can't send it to me. I have to include an original copy of my name change papers with raised seal.

So I then send off to Hawaii for an official copy of my name change papers and receive them.

So I then send off to Brookhaven township again but they state that since my name has changed, I have to get an amended birth certificate and that they cant provide my original. They say that I need to send off to the NY State Dept of health for an amended certificate...

So I then send off to NYS for an amended certificate, but here is the real kicker... They replied stating that they only accept name change papers from competent jurisdictions that require a judge to sign off on name changes. Since Hawaii does not require a judge to sign off on name changes (but a magistrate, and the Lt. Governor in my case) it was not accepted...

So at this point, I can't get my original birth certificate, I can't have a birth certificate amended. My mothers name has changed 2x since she gave birth to me and cant provide the chain of documentation of marriage/divorce certificates and name changes to get my original.
I don't have my birth certificate, so I don't think I could have my name changed anyways. Even if I could, how would that work, since I wouldnt actually be changing it?
This has turned into a real nightmare and really just need someone with some common sense and able to make executive decisions to review my information. I have every other piece of documentation I may possibly need. I have a drivers license, state ID, Firearm Owners ID, hospital birth registration certificate, social security card, name change paperwork... Everything but my birth certificate, but I can't get my birth certificate...

I was hoping someone here may know of any other channels that I may go through in order to get this resolved.
