I am a 50 year old student currently attending online school since 2008. Recently the school offered textbook access in the classroom for students. Normal practice students had the option to purchase regular books or eBooks. I used this option once and hated it because it was more time consuming to read the chapters, do research, type paper and post in classroom. The extended time in front of the monitor also added to more migraines which delayed completing the assignment even more. I rent my books from chegg.com and I do not access the textbooks through the classroom yet I am being charged by the financial department for digital access fee. When I question the charges I'm told that this is mandatory and there are no discussion to change it. I consider this act by the school to be stealing, wrong, and unethical to pay for something that i am not using and there reasoning relayed by receptionist in the financial department is their not the only online school doing this as if that justifies the fact that I am being charge for something that I do not use. I have left messages for my financial adviser and the director of education with no response via email or phone. I also contacted my class adviser who confirm the mandatory stand by the school. I shared my thoughts that this is not a dictatorship but a democracy and students should have choices not be forced to accept this because they are online students. He requested documentation of my concerns to forward to his boss but I do not know if there will be a resolution .I want to know if this is legal and what can be done to stop this action and prevent being charged for something that I have not used since the initial trial by the school. Thank you for your time. It hurts me especially thinking of my what this country is built on the freedom of democracy in addition to over eight years of service In the united States Navy.

Yes, it is legal. Their terms and rules are entirely up to them; if you don't like the school's practices, you're absolutely free to find another school however you cannot force them to change what they're doing since it's not illegal.

Here's the thing, YOU might not use it, but you do have access to it. You are being charged because you COULD use it, should you choose to. Therefore, all students are charged a fee.

At my school, you pay a "parking fee," which allows you to park on campus. Everyone pays it. Even if you don't have a car or ride the bus. Because you COULD park there, you pay the fee. Same with the rec center and computer labs. You pay for the rec center and computer labs in your set fees, and everyone pays whether they utilize it or not.

You are being a little over dramatic, BTW, about this being stealing and democracy and the such. Schools have fees, whether you use the services or not. It's not a vast conspiracy.
