Digital Millennium Copyright Act, prohibits a person from providing any device or service that circumvents a technological measure that effectively controls access to a copyrighted work. 17 U.S.C. 1201.

What exactly is the jist here with words service and technological?

Is the word 'service' where someone sells his time to perform the modification?

Can a 'technology' be a sticker on a cable box?

Can a sticker really be considered 'effective'?

And if this is true then what does it have to do with 'Digital' and why cant it be used to protect a copyrighted book with a sticker on it intended for no one to open - just sit on a shelf and look good, for a silly example?

My example is swapping hard drives out for larger ones in cable boxes and selling them. Does this law restrict me from doing that or they are tackling a different problem here?

Couldnt screws simply be an effective measure so providing a service to remove the screws is illegal?

they are talking about encryption programs. It is illegal to circumvent, or provide the means to circumvent those programs.
