direct debit vs electronic transfer

Florida......I need to know if there are banking regulations which state the time from which an account is debited to the time it is recorded by the recipient. My problem is this: I have a credit counseling company "direct debit" my checking account the first of every month. They in turn "electronically transfer" my creditors a share of the funds. My credit counselor says it takes 7 to 10 days to determine if the "direct debit" went thru. (my bank debits my account on the 1st.) My creditor says it takes 72 hours for them to credit my account. In summary, my money leaves my bank on the first and doesn't get credited till the 19th. It seems that I am paying an additional half of a months interest every month. Am I right? Are they right? Thanks
