disabled child and problems with school

I live in PA. I have a child who is dignosed with with ADHD, OCD, ODD. The school has done nothing to help this child in kindergaten learn. He has a speak problem they knew about before school started. It took them 5 months before he finally got in to speak. They have done No testing for learning or emotional support, even though they requested I get a wrap around in Oct. because of behavior problems. (They finally decided in early Dec. to start the paper work after I pitch a fit, but they are still dragging thier feet.)
He has problems on the bus at night. He gets picked on and teased because he is small for his age and his speak problem. When this happens he has a hard time controlling himself and act outs. I have requested that the school provide other transportation for him. They have refused (not in the budget).
A week ago he was picked on and started screaming. It took the school a week to decide to throw him off the bus for 3 days. He has now idea why he is being put off the bus, because he cannt remember back that far. (IF you have a puppy that does something bad do you wait to punish him a week later)
What can I do to get the school to treat my disabled son with the fairness that he desevers and is intitleed to?

You need to get your child into special education, right now he is classified as having emotional problems and that will lead to fewer services. You need to seek services under developmental disabilities or he will not receive the services for his disability. Here are some numbers, he may fall under Autism Spectrum.
