Discharging fines in Chapter 7/13

My license was suspended in Idaho for driving without insurance. Later in California I was involved in an accident and cited for driving without a license (wasn't suspended, but I hadn't renewed it) and driving without insurance. I was not cited for the accident. I couldn't afford to pay the fines. Would these fines be dischargeable in Chapter 7 or 13? I just started a job, currently living in Washington state, and make only $400 per month.
