discrimination at college by disability

I am looking for information on how to start a formal complaint against a college for not putting services in place for my son. We gave them documentation 6 months before school started and he has been there 4 weeks already. One teacher has openly rejected to complying with his IEP from the Special Ed department. Even more shocking, has told my son he should think about a different career, because of his disability. He has central auditory processing deficit and is learning to work on aircraft. I am enraged that someone could be so arrogant and callus.
Any ideas?
