I recently purchased an item through PayPal. The default bank account attached to my PayPal account is no longer being used and holds no balance. I realized I had placed the order with this account immediately and attempted to cancel the transaction. Unfortunately, there are only certain instances when you can cancel a transaction. My situation was not one of those instances. Consequently, PayPal attempted to retrieve the funds from the bank account twice and cause two non-sufficient funds charges on my account. PayPal states that it will not reimburse these charges if PayPal had no fault in the NSF.
My problem is that PayPal does not disclose when and how a transaction may be cancelled in the User Agreement. The section it would be under is 2.1 of the UA. The Help on the website does explain when a transaction may be cancelled but I did not aggree to the "Help" but to the UA when I obtained an account with PayPal.
Is there anything I can do?
