District Attorney Bad Check Collections

What is the name of your state? CA.
My daughter wrote a check and it bounced, she was really embarrassed and din't tell me about it. The business called her and told her to make the check good ASAP or else they will submit it to the San Bernardino District Attorneys Office. My daughter asked for some extra time because she was waiting on a financial aid check to arrive. The business said she would be getting a letter. The next day a letter arrived stating the amount due. About one week later a letter arrives from the District Attorneys Office.
That was a little background, now for my question.
Does the San Bernardino District Attorney have to abide my the same privacy laws as other creditors? On the envelope in the upper left hand corner it said, " San Bernardino County District Attorney Bad Check Restitution Department." It was there for everyone to see. Anyone who saw that letter knew that my daughter must have written a bad check. She paid it on minthly payments and each month the letter arrived in the same envelope, which looked like she was still getting bad check notices.
Is what they are doing legal? They also forced her to take a financial managemnt class which cost her $185.00 for one afternoon. This was in addition to what the merchant charged her.

I thought all colction agencies had to follow the same rules and that they could not embarrass the person with the bad debt.
