Divorce final 2 yrs ago no settlement received

I received a divorce in Dec. 1999. In the settlement I was to receive amounts from savings acct. that my spouse had through his employment, which is with US Gov. I have not received any money. I call my lawyer daily and he has many different excuses. I have written to the bar association regarding my lawyer and nothing has been resolved. How can I get my money. I have paid my lawyer in full and can not afford to hire another. We were married for 25 years and I was a homemaker. The divorce was finalized in Oklahoma City.
On more thing, I am supposed to get cash for half of the value of the house(which my ex is living in), Can I request my own appraiser and if so how would that work?
