do i have a case in small claims court?

I have received two formal Complaints from Gwinett County in Georgia, the first indicating a fine if grass was not cut, and he second threathening a fine and/or jail time if the grass was not cut. Well that is all and good except that the grass is, and was always cut. But the "biggie" is the fact that I am not on the lease contract and am not the owner of the property.

My question is do I have a case in magistrate or small claims court against the neighbor who attached my name to this Complaint. Thank you very much,

i am the person whose name is attached to the complaint. they are threatening me with a fine and/or jail time if grass is not cut (again, which it is) AND my name is not on the lease contract.
