Do i have to allow an inspection

I have no lease. I've never had a lease. Long story short... friend of mine at the time said he owned the building and was renting out a unit and gas was included in the rent. I moved in. 6 months in, my hot water went out. Turns out, he didn't own the building. He was a junkie pocketing my money off the back of the landlord who was the one actually paying the gas bill. Landlord thought apartment was empty and turned off the gas. It took a month of me staying at my bf's place before I figured it all out and talked to the actual landlord and got it sorted out. Since then. I've had a lot of issues with junkie trying to force me out so he can pull the same scam again. Turning off electric, furnace, ac, and hot water on so many occasions. Cops have been called a few times, there's been a lot of fights. Actual landlord is an old man with dementia. A year and a half ago I changed my locks because dementia landlord illegally entered my apartment on 2 occasions. One time I was fully nude and the other I was in a bra. My dog scared him off before he saw anything both times but after that I changed the locks and I'm the only one with a key. I'm a 40 year old female in decent shape, landlord made a comment when I complained that it would be pretty awesome for him if he had gotten to see me naked and that was the catalyst for me to change the locks.

I'm moving soon but junkie posted a notice on my door Friday (possibly) signed by the landlord saying they wanted to do an apartment inspection. It wiuldnt be the first times hes faked paperwork from the landlor. I'm already I the process of packing and should be gone within 2 months at the longest. I don't want junkie in my apartment at all but also my question is....

Since I don't have a lease and never did, do I even need to allow access. The inspection was scheduled for today and I had a minor surgery today so I postponed it under that guise but do I even need to let him in if I never signed a lease saying I'd allow inspections? I have a reasonable fear that junkie is the one that's going to try to do the inspection as he's actually the maintenance man and I dont want him in there. Plus, with me leaving soon, they will see it eventually anyways. Keep in mind, this is now the 4th time they have scheduled an inspection. The first 3 times, I had to give up shifts to accommodate them and all 3 times nobody showed up.

Yes.

By law, a landlord is entitled to periodically inspect the unit with reasonable infrequency and reasonable notice regardless of the nature of the tenancy (lease, month to month, at will).

However, the landlord cannot make unreasonable inspection demands nor use the inspection right to harass the tenant.

Trouble is, if you refuse the inspection and get evicted the burden of proving the harassment in court is on you.

I'm already I the process of packing and should be gone within 2 months at the longest. I don't want junkie in my apartment at all but also my question is....
Two months? You are your own worst enemy for staying this long and now you're going to stay there for as long as two more months?

It's not that easy for me. I spent a considerable amount of money on my dog in the 6 months before he died. He was having a lot of health issues before I put him down in feb. Also, it's slow season at work and has been since Jan 1, we are overstaffed and there was a fire shutting my job down for a while. I've dipped far into my savings this year so it's a difficult situation.

I was supposed to move last fall but it was a 3 story walkup and at that point, I was having issues getting my dog down one flight of stairs because he was 110lbs. So I turned it down and opted to wait out the winter.

OK. But get out as soon as you can. Sounds like these people are capable of anything. Laws don't prevent bad things from happening.
