Do I owe an overpayment

I had land that was devided between me and 4 others howeever, they would not let me get any acers to sell not even partial. I did not have a deed nor did I have a perticular set of acers. I only had intrest in land. I did not have money to go to a lawer in the other state to force a sale. At the time requesting from other owners to have partial acrers to sell they said that they did not want to sell being that the land would increace in value that was however untill one of the other owners threatned himself to force a sale. I later on called bro bono in the state where the land was and told them that I owed some land in that state with other owners and I was involved with a life estate he told me in that case there was nothing that could be done couse in that state he could not force a sale cause it was involved in a life estate....Well that was a big misrepinsentation of my cituation it was not a life estate but at the time thought it was did not no other wise untill 4 hears later! Being that the lawer said there was nothing that could be done I left it alone and gave up! Later that year my Uncle was able to find a reputable developer to develp the land.

During all this time I was on welfare**************a question was aked on the applicaiton if I had any assets. Due to the information stated above I felt being that I could not aquire any partial land to sell and could not make money on it during my emergency that it was not an asset! So I said no to haveing an asset. Now the welfare wants $50,000 for balance and equal to that for penelty making total $100,000 owed with 20% added to that for not paying them all at once!

My Step Dad said that this welfair agency does not have the right to do this cause at the time I could not even buy a cup of coffe with that money and because I did not make any money form the sale of the land untill I was off welfair!

Is he right? The lady at the welfair office keept asking if I was recording the conversation I figured it was because I acturaly did not owe and that they where just saying I did!

If no moneys where able to made at the time to even buy a cup of coffe how could this land be considered to be an asset of was is to help me during the crises I was in?
