My response:

Yes.

You'll need to buy a book on the subject of divorce, and then follow the instructions carefully. You'll also need about $500 to $700 to be able to pay for the necessary procedures involved, concerning obtaining court orders for "service of process" on a missing person through "publication of Summons", and to pay for that "publication".
