Do payments not get credited when debt is sold?

What is the name of your state (only U.S. law)? Kentucky

Synchrony Bank was the OC and charged off approximately $1500 in mid 2015. Was sold to a CA (Portfolio Recovery) and I setup a payment arrangement in Jan 2016.

In June 2017 the monthly payment did not come out of my account. I called Portfolio Recovery. They told me the account had been pulled back. The collection for Portfolio Recovery also disappeared off my credit report. Since I had paid $675 through the payment arrangement I believed I was done with the payback or would receive a call/mail notifying me I still owed the $781.

This weekend I received a new collection letter from Nationwide Credit Inc. for the amount of $1517.79 which is what I originally owed.

Is it common for the OC to pull an account back and resell to another CA who then seeks the full amount again? What happened to the $675 I paid Portfolio Recovery? I still owed $842 when the payments stopped with Portfolio Recovery. I have all my PNC statements that show the amount and transaction IDs with Portfolio Recovery since Feb 2016.
