What is the name of your state? Kansas

My wife has been working on her masters in Marriage and Family Theropy. Its a 2 and 1/2 yrs coarse. It requires so many hrs of client therapy. My wife was not given a placement until about 3 months after everyone else. Academicly she is getting good grades. She is meeting her Client hrs after some hard work to catch up. They are now saying though that they dont feel she is really to graduate in Dec. And that she should continue with one class another Semester and then they will relook at her progress. In a paper given out at the being it states that the min requirements are 500 client hours now they are saying that it states that theirs a min of 500 client hours but that they can feel the need to require more if necessary. My wife"s copy doesnt state that and from other students she has talked to theirs dont either although noone can remember if they signed a new copy or not. What coarse of action can she take?

Having a minimum requirement intuitively implies that they can require more if they feel it is necessary, IMO.
