what if the formation is in NV but the business location is 100% in another state? California.
The single member is a WY LLC.

Can I dump the NV LLC and use the WY for sufficient anonymity?

If you're going to operate in Nevada, you're going to have to register the LLC and have a registrated agent, and document the members and managers. Information here: https://www.nvsos.gov/sos/home/showdocument?id=984


If you're going to operate in California, you're going to have to register the foreign LLC in California, have a registered agent there, and a few other requirements, as well as opening yourself up to paying their state franchise taxes, etc... https://www.nolo.com/legal-encyclopedia/qualify-foreign-business-california.html

You're going to find that in most cases it doesn't do you any good to register an LLC in another state just because you like it better when all your business is in another. While an LLC will provide some casual anonymity, if it comes down to an actual liability issue, any attorney worth a dime will figure out who you are, and you are personally liable for your own actions. Note well that you will need to identify yourself personally to the Nevada Secretary of State.

Then the LLC would need whatever licenses are required in California for the type of business it conducts.

The single member is a WY LLC.
Do any of the members of the WY LLC live in WY? Does the LLC conduct business in WY? If the answer to both of those is no, then the chances are pretty good that there is little to no real benefit to having the LLC organized there.

For most closely held businesses there is no benefit to having a stacked LLC structure, i.e. having one LLC whose sole purpose is owning another one. If you are conducting business 100% in California and live in California, then you are likely best off simply having a California LLC (or corporation, LLP, or whatever entity is best suited for your particular business). The Wyoming LLC could be used to conduct business in California, but it still must register then as a foreign LLC with much the same requirements, so it doesn't offer much benefit over simply using the California entity in most circumstances.

I suggest you meet with a business attorney in the state where the entity will be conducting business for advice.
