What is the name of your state (only U.S. law)? Florida.

I was stopped a while ago and the cop said I was doing 40 in a 30. I asked for a warning. He took my documents and went to his car. A few minutes later he came back with my documents and no ticket so I hope i'm scott free but I don't know nowadays if they can later issue it by mail. Does a ticket have to be issued to you at the time of the offense or can they send it in the mail later?

They can send you the ticket after the fact. However, it's not possible without knowing the department that stopped you, but I suspect you did get off on this one.
