What is the name of your state? IL

Is it considered slander if a person says "I think" but was in a position to know information. For example, if this person took care of the accounting for a business but as since left and now says I think x was committing tax evasion based on what they saw on the books. This person has no proof of such and feels like as long as she states this information with I think in front that it is not slander or libel.

The context in which the statement was made, must be examined. Simply prefacing a statement of fact with "I think", does not turn the statement into an opinion.
