Does my Mother in law have a case?

My mother in law has worked as secretary (voted in position) for over 5 years for a certain association. Recently a woman who wanted the position was not voted in and my mother in law was voted to stay in the current position. The lady that lost has to co-sign my mother in laws check that she gets only once a year for the time she serves. The lady has now refused to co-sign the check. She has also wrote a letter to the associations board stating that my mother in law "stole" funds from the association. This is with absolutely no proof. The board even told her it sounded more like a "grudge" then a tangible accusation. The bank account that the money is put into that my mother in law (and the other woman) is responsible for actually has MORE money in it then it should ($1.00 and some change). After the woman went to the association board and was told it sounded more like a grudge she wrote a letter to my mother in laws boss trying to get her fired.

She has even went as far as calling a meeting with the board and my MIL's coworkers and bosses knowing that my mother in law is on vacation in california until August 8th. She is doing all of this while she is gone and has no way to defend herself. She is terrified that she is going to lose her job and her secretary position which is her only source of income, because of what this woman is saying. She is also stuck in California with NO money because the woman still refuses to sign the check!

My question is does she have a case for libel or slander? This woman has tarnished my MIL's reputation which is what gets you into this voted position.

What steps can she take to make this woman atleast stop?

Also could she sue the woman for causing her mental anguish (or whatever it is) since she is stuck in California (with my stepdaughter) with no source of money and is having to borrow money from her mother to get back home?

Any help or suggestions is greatly appreciated!
