does my son have a case??

my son was in a auto accident last year in the state of louisiana. He was heading northbound when a cop had made a
left turn in front of my son. my son had lost concious and was taken to the hospital. an attorney took his case said he would help him. few months went by and said he (his
attorney)had to drop the case he couldn't help him. now my son is getting a bill from the attorney's doctor for 2 day visit of $400.00. there was a police report. But, the officer who wrote up the report didn't say who was at fault. my son doesn't remember anything.
