Does sexual harassment have to be work related?

What is the name of your state? TX

If a person is a customer in a place of business and an employee of that business makes a very offensive, sexually oriented remark to the customer, is that considered sexual harassment? Is there any action that can be taken against the person making the remark?
This incident was very upsetting to the person whom the remark was made to.

One remark or incident doesn't constitute sexual harassment. Report that person to the business management and let them handle it.
