What is the name of your state (only U.S. law)? South Carolina

Well, we had bills up the wazoo, medical of course and the State of SC is allowed to take state taxes without going to court to pay these back. SOL is 7 years. They did this and applied the money as they saw fit. So, now, after the SOL, they are requesting I pay a bill of 2000.00 from the year 2000. There is no wage garnishing in this state, the sol has passed, it is off my credit and they can no longer take my taxes. Do I have to pay this? Do I just send then a c&s letter?

They can ask for the money all they want. You still owe it. The only thing the SOL does is provide you a defense if they sue you. But they can still attempt to collect as long as they like. And if this is the original creditor, then a cease and desist won't do anything either.
