Dog Off Leash Knocks down child of three

I have a problem with our neighbort that among one of things that are very rude, and negligent. They moved in this way I am a renter,they are buying? I am not sure of this because they keep the house from what I have seen and the yard a mess. I have little no involvement with them. I will get on with this, because that isn't the point. They have cause property damage to my gardens, and other things that have turned up missing. Once they did admit to doing some damage but then refused to pay. So I left it alone,one other occassion the spouse told us in the presence of his children,my children, his inlaws to go f ourselves, and to kiss his a, other some other things because we politely asked him to talk to the children about their damaging our personal property.
This past Saturday, my three years old daughter was knocked down by their dog, that has happened before, they seem to want conflict.
I have contacted our family physician, in regards to the fall, I also want to send a note to them and cc it to the home assocaiation, which does nothing to help out with this problem,they once told me that it was personal what ever damage that they had did, and that they don't get involved.Don't we have rights also, we are a decent family we respect our neighbors and their rights don't we deserve the same. This is not the first time this has happened. They lie,they have committed slander, these people have issues with them.The children have also been very disrespectful to my spouse and myself.
I had to deal with an hysterical child, that was frightened very badly, she doen't know this dog. They parents neither seemed to care or bother to say that they were sorry. They have a lock on their door which leads to the outside, I heard her(mother) say that the dog got out to her husband, how could he just have gotten out, when there is a way to prevent it, also even if one of the children let him out which I suspect, the lock should have been on. There are so ,,any things that we hav put up with, I am tired my little girl could have ran in fron of a car, he chased her, and refused to stop when he was called. How does this sound? Please help me to revise this if you think changes are needed to be made, any critiques is appreciated.

I am putting you on notice, in regards to the incidents that occurred at 6:06 p.m.evening. Should Suzy Q, suffer any repercussions to the incident that occurred (Dog (Bingo) did chase/frightened and caused her to fall)causing her to hurt her knee and strike her head. We will take legal actions for all expenses incurred due to this fall, to be at a cost to you and your spouse.
I feel that I need to do this, for documentation as to what occurred, like I said several incidents have occurred, and they lie out of each and everyone, and the H/A doesn't enforce their own rules. We were so happy here before they came.

Maryland Statute § 11-504

LEASH LAW:

(i) (1) The county commissioners of Charles and St. Mary's Counties are authorized and empowered by rule, regulation or resolution to provide that owners of dogs in the county shall not permit the dog, whether licensed or unlicensed, to run at large off the premises of the owner, except when it is under the control of the owner or an authorized agent of the owner by leash, cord or chain, provided that the following dogs may be permitted to run at large when accompanied by the owner or an authorized agent and when kept within sight or calling distance:
(i) Dogs proved to be obedient, in accordance with any regulation or resolution of the county commissioners;
(ii) Dogs being used for hunting, or trained for hunting; and
(iii) Dogs being accompanied by the owner on horseback.
(2) The county commissioners by rule, regulation or resolution may provide for investigation of reports of violations of paragraph (1) and for enforcement of the provisions of this subsection.
(3) Any owner failing to comply with the provisions of this section shall be guilty of a misdemeanor and upon conviction thereof shall be subject to a fine of not more than twenty-five dollars ($25.00) for each offense.

Sue the dog owner.

Also, report the dog to the SPCA/Animal Control as a vicious dog. Animal control will pursue a separate investigation and may cite the owners or require them to take certain steps to ensure the dog doesn't get out again.
