What is the name of your state (only U.S. law)? Maryland

I am putting together some online educational training courses that I intend to sell to visitors to my website. I want to include video examples to add interest to my courses. I would like to know if any of the following would be legal

  • downloading You-Tube videos filmed and posted by individuals , editing and using clips from them in my online course
  • using the You-Tube link to the video in the course and having participants click on the link to view the material
  • linking to any other video source posted for public view on the web and having participants click on the link to view

In each case I would assign tasks based on the viewing (like I would if these were assigned readings). The first option seems like it must be illegal yet presenters at conferences do it all the time. The second two seem like they would be ok but I want to be sure. For example, should I email the owners of those websites and ask for permission to link to their websites? What is the name of your state (only U.S. law)?
