What is the name of your state (only U.S. law)?
NEW YORK

If you are pulled over and your license is expired(say less than a month overdue), is this the same violation as if you were driving and have no driver's license whatsoever? Is the penalty the same? Are these two fundamentally different offenses (in the eyes of the law)?

Also, where could I find the information to verify this? Thank you for any answers.

There are different penalties and different fines and possible days of imprisonment .
