What is the name of your state? california
I put in a change request with my human resourse person at work to drop my health care coverage. A week later they inform me i can't until next open enrollment. I asked if this is in my benifits hand book or on anything that i signed. They said no!
is this legal??

It is not only legal, but if your share of the premium is taken out of your paycheck on a pre-tax basis, they are required by law to make you wait till open enrollment.
