My response:
In California, you can be sure there is a warrant for his arrest. There's no question at all about that. While he's out of State, the Statute of Limitations stops running; for example, he could very well be jailed 10 years from now. Also, if he's stopped in another State, the warrants will come up also, and will be jailed in that other State, awaiting extradition back to California.
My suggestion would be to hire an attorney in the State where's he is currently residing, and have that attorney call the California District Attorney's Office to see if he can make a deal to voluntarily return himself to California, and turn himself in. If he gets caught by being stopped, the penalties could be far worse than what he's currently facing.
The moral of this response is:
"You can run, but you can't hide forever."
Good luck.
