What is the name of your state (only U.S. law)? California:

I was wondering if there is mandatory jail time for DUI on a suspended license in California besides the 24 hours credit.

Also, the police did not catch me behind the wheel but the police report says a neighbor saw me driving. Is this good enough to convict?

Should I spend money on a lawyer or just pay the court?

I blew a .2

You've been charged with two crimes. A lawyer can be well advised to mitigate the situation.
The neighbors testimony will be enough to put you behind the wheel.

It's always a good idea to get a lawyer, especially when jail is a strong possibility.

Sounds like a nosey neighbor. If you see him doing something illegal or questionable
be sure to report him immediately.

Yeah, darn those neighbors eyeballing drunk drivers and reporting them to the cops! I mean, it's not like the lives of anyone they know might be at risk!

There should not be mandatory jail time for the suspended license offense.

It's plenty good enough to put you behind the wheel. They will need more than simply driving to get a conviction, but it's a good start.

With a .20 BAC it is probably a marvelous idea to hire an attorney as that is an aggravated DUI and will hold sentence enhancements as a result of the high BAC.
