What is the name of your state? New Jersey

I am a Mom who is trying to help my son. I would first like to say that I believe in the DWI laws of my state and I am not in any way condoning the fact that my son operated a vehicle whether he had 3 beers as he claims or 10 beers. But I am asking for some help if anyone know about the NJ laws.

According to my son he was stopped for making an illegal turn on red. He refused to take the breathalizer test because he had just left a bar in Neptune NJ. According to him and the bartender he was only there after work for apprx 1 hour. My question is know I know that you cannot refuse to take the breathe test in Nj but does anyone know why he was issued 2 summons for refusing the breathe test? He was also issued a summons for careless driving to taking the illegal right.

And if I may one more question please, does anyone know a good attorney in Monmouth County, NJ. I am from Hudson County and I'm not sure of how to search for one.

Thank you in advance for your help.
