Explaination of the above question

Although it is kind of along, invovled story, I will try give some details about the above question. I received a DWI, in Louisiana (on a Louisiana license), in November 1996. I moved back to Texas in 1999. I tried to get my Texas license back, but Louisiana would not let me. I wrote to the DPS, in Baton Rouge, and asked them what more I needed to do. They said that,although the fine was paid and the suspension was over,they needed an SR-22 on file, for three years, from the date of the DWI. At the time, I couldn't afford it, besides I didn't own a car anyway, so I let it go. Now,I'm newly married, and of course we own a vehicle, and I am willing to get the SR-22 if needed. What I would really like to know is if, now that five years have passed, do I still need an SR-22 or can I just go to DMV and get my license back? And about the SR-22, don't you need an insurance policy, in your name, to get one? Our automobile and insurance policy are not in my name.

You need to cal DMV and ask them what to do. There is no start of the SOL because you never submitted the SR-22.
