The state of Tennessee is coming through the easement portion of our property to run a water line to the property behind us so the owner can sell it. They are going to be taking out our garden, some landscaping, and about 10 trees. Do they have to replace the plants they will be destroying or will I just lose all of my plants? I called the property assessor in our county and they said there was nothing I could do.

Did this easement that was granted for public -city use state that nothing should be planted in it or done to block it? You may have to talk to city atty or your city council person to learn more details about what items will be replaced or restored , you may have to make plans to transplant what you can before this work starts to save things. Your free to ask if they will use directional boring techniques to reduce the disturbance to your property too , if they must take trees down try to learn what possible value they have for your property value and if its a big impact then feel free to argue for a reduction in property evaluation for prop taxes.
