My wife has Anorexia Nervosa (eating disorder) Our medical insurance is willing to cover 19 days of treatment. The facility she is at is a 90 day program. The insurance says the 19 days is her "mental benefit" I have documents stating that this disease has medical complications as well. I need help. My question for legal litagation is why can't we access her medical benefits?

Yes you do.
And you need to read your policy to confirm their limit. If that is in fact what the coverage is (and it probably is), then you will need to fund the difference from some other source.
