Ebay auction--non payment, negative feedback

I'm in FL, and a frequent Ebay seller. I held an auction for a 4 CD soundtrack set. The buyer contacted me the day the auction ended. I responded with all the necessary information via email, which I have dated proof. Two weeks passed, and no payment. When I contacted the buyer, she said that I had never contacted her. She bought the item somewhere else. She never recontacted me after the initial email I sent.

I warned her that she had entered into a contract and that I would hold her to it. I posted negative feedback on her account, and started the wheels rolling to get a refund on the auction. Ebay emailed her about her non-payment. Payment still has not been received.

Today this person left negative feedback on my account. My Ebay rating is 160--this is the only negative feedback I have. In the comment, she wrote that I had not contacted her for over two weeks. This is wrong, and has no bearing on her non-payment.

I have submitted to arbitration via Ebay, but I have a feelling that this person will not commit to arbitration. I want the negative feedback removed from my account, which Ebay will not do without legal action. What action must I take to get this person to fulfill her end of the contract and remove the feedback?
